Fine motor goals get written about movement and measured by impression. "Will improve handwriting" is scored by whoever is holding the paper, and the same sample gets two different verdicts in a week.
These 20 goals name what an occupational therapist actually measures: grasp and endurance, letter formation and legibility, tool use, and the keyboard route when handwriting is no longer the point. Occupational therapy is a related service, and the goal should show it
Under IDEA, occupational therapy exists to help a student benefit from special education. A goal about a movement in a therapy room, with no named school task behind it, is hard to defend at a review and easy to lose at a budget meeting.
Write the task in: not "will improve bilateral coordination" but "will stabilise the paper while cutting", not "will improve grasp" but "will sustain a functional grasp through a ten-minute writing task". The movement is the instruction. The task is the goal.
Grasp, pressure and endurance goals
1. Functional grasp. By [date], [Student] will use a functional pencil grasp for a 10-minute writing task in 4 of 5 opportunities, as measured by OT observation data.
2. Writing endurance. By [date], [Student] will write continuously for [X] minutes without requesting a break or changing grasp, in 4 of 5 opportunities, as measured by OT observation data.
3. Pencil pressure. By [date], [Student] will write a paragraph without tearing the paper or leaving marks illegible from light pressure, in 4 of 5 samples, as measured by OT-scored writing samples.
4. Seated posture. By [date], [Student] will maintain seated posture at a desk for a 20-minute work period in 4 of 5 observed opportunities, as measured by OT observation data.
5. In-hand manipulation. By [date], [Student] will move a small object from palm to fingertips and back without dropping it in 8 of 10 trials, as measured by OT data.
Handwriting and letter formation goals
6. Writing their name. By [date], [Student] will write their first and last name legibly within a designated space in 4 of 5 opportunities, as measured by OT data.
7. Letter formation. By [date], given a model, [Student] will form 20 of 26 lower-case letters correctly on lined paper, as measured by OT-scored writing samples.
8. Spacing. By [date], [Student] will copy a 5-word sentence from the board with correct letter and word spacing in 4 of 5 opportunities, as measured by OT-scored writing samples.
9. Staying on the line. By [date], [Student] will write a 3-sentence paragraph with letters sitting on the baseline in 90% of words, across 3 consecutive samples, as measured by OT-scored writing samples.
10. Legibility to a second reader. By [date], [Student] will produce handwriting in a 10-minute task that a reader who did not observe the writing can read at 90% accuracy, across 3 consecutive samples.
11. Writing rate. By [date], [Student] will write [X] legible letters per minute on a copying task across 3 consecutive probes, as measured by OT data.
Tool use and fastener goals
12. Scissors on a curve. By [date], [Student] will cut along a curved line within a quarter inch in 4 of 5 trials, as measured by OT data.
13. Bilateral coordination. By [date], [Student] will use two hands together to complete a task such as stabilising paper while cutting, in 4 of 5 trials, as measured by OT data.
14. Fasteners. By [date], [Student] will fasten buttons and a zipper independently in 4 of 5 opportunities, as measured by a task-analysis data sheet.
15. Utensils. By [date], [Student] will use a knife and fork to cut and eat a meal independently in 4 of 5 opportunities, as measured by a task-analysis data sheet.
16. Classroom and vocational tools. By [date], [Student] will use the tools required in [named course] — ruler, compass, measuring tape, hand tool — to the stated tolerance in 4 of 5 tasks, as measured by teacher-scored classwork.
17. Completing a form. By [date], [Student] will complete a form requiring writing in small boxes with no more than 2 illegible entries in 4 of 5 opportunities, as measured by work samples.
Keyboarding and alternative access goals
18. Keyboarding rate. By [date], [Student] will type at [X] words per minute with 90% accuracy across 3 consecutive timed probes, as measured by keyboarding software records.
19. Producing extended text at a keyboard. By [date], [Student] will type a 5-sentence paragraph within 15 minutes in 4 of 5 opportunities, as measured by timed work samples.
20. Speech-to-text. By [date], [Student] will use speech-to-text to draft a paragraph and correct the resulting recognition errors in 4 of 5 opportunities, as measured by work samples.
How to customize these goals
Get the baseline from the therapist's own measures. Letters correct per minute, a scored legibility sample, a grasp observation. A goal written from a teacher's description of "messy" has no starting number, so it has no way to show progress either.
Score legibility with someone who did not watch. A reader who saw the student write knows what the word was meant to be. A second reader is the only honest test, and it takes two minutes.
Separate the fine motor goal from the writing goal. Formation and legibility belong here; composition belongs there. Combining them produces a goal where nobody can say which half failed.
Decide the handwriting-versus-keyboard question explicitly. Keeping a legibility goal for signatures and forms while moving extended composition to a keyboard is a normal, defensible plan. Leaving it unstated means the student handwrites essays for another year by default.
Name the setting for endurance goals. Ten minutes of writing in a quiet therapy room is not ten minutes in a science lesson, and the goal should say which one it means.

Is handwriting a fine motor goal or a writing goal?
Both areas can claim it, and the distinction matters for who collects the data. Legibility, letter formation, spacing and endurance are fine motor. Composition, organisation and mechanics are written expression. Writing one goal that mixes them produces data two people score differently.
When should a student switch to keyboarding?
When handwriting is limiting access to the curriculum rather than being the skill under instruction. That is a team judgement, and it is not either-or — most plans keep a legibility goal for functional writing while moving extended composition to a keyboard or to speech-to-text.
How do you measure handwriting legibility objectively?
Score a fixed sample against a published legibility scale, or use a second reader who did not see the student write it and count words they can read without context. A teacher who watched the student write is not a reliable reader of that sample.
Do fine motor goals belong in a high school IEP?
They do when the skill still gates access — filling in forms, using tools in a career and technical course, managing fasteners and utensils. By that age the goals should be written around the adult tasks the student is heading toward, not around letter formation.
