The outcome gap

Students with IEPs are succeeding on goals. And falling behind their peers.

For years, IEP goals have been written against curriculum programs instead of state standards. A 4th grader hits "Amplify Level 3" and the Individualized Education Program looks fine on paper. Then state assessments come back and the same student is still reading two grade levels behind. The IEP goal pointed in the wrong direction.

The shift districts are making

"Students with IEPs have been significantly underperforming in their acquisition of grade-level content because our focus has not been on that. Our shift to standards-based goals is to align all of our focus toward proficiency as the ultimate outcome."

Senior Director of Special Education

US public school students currently have an active IEP. Every one of them is legally entitled to a goal that points toward grade-level proficiency, not just curriculum progression.

The legal baseline
OSERS guidance (2015), 34 C.F.R. § 300.320(a)(2), and the Supreme Court's Endrew F. ruling (2017) make standards-based, "appropriately ambitious" goals legally required.
How the AI IEP goal generator works

Four steps from caseload to defensible IEP goal.

You don't need to be a state policy expert. You don't need to memorize curriculum scope and sequence. Lernico's IEP writer does the translation work for you, whether you're writing IEP goals for reading, writing, math, behavior, or any other goal area.

1

Enter the student profile

Grade level, state, subject, current performance level, and which curriculum they're working in. Two minutes.

2

Lernico pulls the standards

Your state's grade-level standard for that subject loads automatically. Pennsylvania Core, NJSLS, Common Core, TEKS, NGSS, all 50 states.

3

Curriculum overlay applies

The goal references your district's adopted curriculum scope and sequence. Amplify, Eureka Math², Wonders, your program.

4

Refine, save, share

Edit anything. Save to the student's record. Push to your IEP system. Share with parents in plain language.

Standards-Based Goals

The only IEP tool that overlays your actual curriculum.

Generic AI tools generate goals that sound right but aren't anchored to anything specific. Lernico is built differently. Every goal is tied to two things at once: the state standard your student is legally entitled to access, and the curriculum scope your classroom teacher is actually using.

  • All 50 state standards built in, regularly updated as states revise frameworks
  • Curriculum scope and sequence integration for Amplify, Eureka Math², Wonders, HMH, and more
  • Goals reflect both where the student needs to go and how they'll get there
  • Includes all five components of a legally defensible IEP goal
  • "Appropriately ambitious" language built around the Endrew F. standard

Parent Communication

IEP progress reports parents actually read.

Most IEP progress reports read like legal documents. Parents skim them, sign them, and move on. Lernico generates a parallel parent report in plain language, with specific numbers and concrete examples of what their child practiced this month, plus simple at-home suggestions.

  • Plain-language summaries generated automatically from your progress data
  • Specific examples instead of jargon. "Found the main idea 4 of 5 times this week" not "made adequate progress"
  • At-home support recommendations tied to the current goal
  • Available in Spanish, Mandarin, Vietnamese, Arabic, and 8 more languages
  • One-click email or print as PDF for IEP meetings

Dear Mr. and Mrs. Martinez,

Here's how Josh's reading work has been going this month.

Josh is working on finding the main idea in stories he reads in class, and pointing out two details that support it. This is a 4th-grade reading skill that all his classmates are working on too.

This month's progress: Josh got it right 4 out of 5 times this week. That's up from 1 out of 5 in early March. He's on track to meet his goal by June.

What you can try at home: When you read with Josh, ask him: "What do you think this story is mostly about?" Then ask him to point to two parts that helped him decide. Keep it short, five minutes is plenty.

Our next IEP check-in is May 14. Please let me know if you'd like to talk before then.

— Ms. Patel, Special Education Case Manager

Classroom Differentiation

Differentiated instruction strategies for the general ed teacher, not just the case manager.

The hardest part of an IEP isn't writing it. It's making sure the classroom teacher actually knows what to do differently on Tuesday. Lernico generates 3 to 5 specific differentiated instruction strategies for each goal, written for the gen-ed teacher who has 28 other students.

  • Specific, classroom-ready strategies, not generic UDL principles
  • Lateral objectives that bridge the gap between current level and grade-level standard
  • Tied to the actual curriculum unit the class is in this week
  • Shareable with co-teachers and gen-ed colleagues in one click
Strategy 1 · During Whole Group
Pre-teach the Tier 2 vocabulary before the read-aloud

Before Amplify Unit 3 Lesson 4, give Josh the four key vocabulary words (settler, frontier, expedition, pioneer) with student-friendly definitions. Walk through them in 3 minutes. He'll be able to engage with the read-aloud instead of getting lost on word meaning.

Strategy 2 · During Independent Work
Provide the "main idea + 2 details" graphic organizer

Same task as the rest of the class, but Josh uses a structured organizer with sentence starters: "This text is mostly about..." and "I know because..." Reduces cognitive load without reducing the standard.

Strategy 3 · For Assessment
Allow text-marking on the passage

Let Josh underline two sentences he thinks support the main idea before writing his answer. This makes his thinking visible and gives him a scaffold he can fade as the year progresses.

For Directors of Special Education

Network-wide visibility. Finally.

Most directors of special education have no real-time view of how their case managers are doing across schools. You see it once a year when state assessment data comes back. By then it's too late. Lernico gives you the dashboard that doesn't exist anywhere else.

Legal & Compliance

Built around the actual law, not just keywords.

Most "AI IEP tools" are general models with an IEP-flavored prompt on top. Lernico is engineered around the specific legal frameworks that govern special education in the US. Your goals are defensible because they're built defensibly.

IDEA-aligned

Every goal meets the requirements of the Individuals with Disabilities Education Act, including measurability, condition specification, and access to general education curriculum.

20 U.S.C. § 1414(d)(1)(A)

Built around OSERS 2015 guidance

The Office of Special Education and Rehabilitative Services formalized the requirement that IEP goals be tied to grade-level state academic content standards. Lernico enforces this at the goal-generation level.

OSERS Dear Colleague Letter, Nov. 2015

"Appropriately ambitious" by default

The Supreme Court's Endrew F. v. Douglas County ruling raised the bar from "de minimis" benefit to "appropriately ambitious in light of the child's circumstances." Lernico generates goals that meet this higher standard.

137 S. Ct. 988 (2017)

FERPA-aligned data handling

Student data is processed only when your district has authorized it under a Data Privacy Agreement. SOC 2 controls. No student data used to train models. Full compliance documentation available for IT directors.

Our case managers have been doing extremely well on goals aligned to the curriculums they've been engaging in. But there's a significant discrepancy in how that progress translates to grade-level proficiency. We need to align all our focus and all the arrows to point toward proficiency as the ultimate outcome.

Common Questions

Things case managers and directors usually ask first.

What is a SMART IEP goal?

A SMART IEP goal is one that is Specific, Measurable, Achievable, Relevant, and Time-bound. In practice, that means every IEP goal needs to specify exactly what skill the student is working on, how progress will be measured, what realistic criterion they're aiming for, how it ties to grade-level expectations, and by when the goal should be met.

Lernico generates SMART IEP goals automatically. Every goal includes the five required components for measurability and is anchored to a specific state academic content standard. You're not starting from scratch and you're not editing a generic template, you're refining a goal that's already structurally sound.

How is Lernico different from an IEP goal bank or IEP writer?

A traditional IEP goal bank is a static PDF of pre-written goals. You search for one that approximately matches the student, then rewrite it. The goal you end up with is rarely tied to current state standards, never tied to your district's curriculum, and often outdated.

Lernico generates a new goal on demand for the specific student in front of you, anchored to current state standards and your adopted curriculum scope. It's an AI IEP writer that produces fresh, defensible goals every time, not a search engine over old content.

Are these goals truly legally defensible?

Yes, when used as designed. Every goal Lernico generates includes the five components required for a measurable IEP goal: condition, behavior, criterion, time frame, and method of measurement. Each goal is anchored to a specific state academic content standard for the student's enrolled grade level, which is the requirement that OSERS formalized in 2015 and that the Supreme Court reinforced in Endrew F. in 2017.

That said, defensibility is ultimately about the IEP team's process. Lernico gives you a strong, compliant draft. Your team's review, the parent's input, and the documented data still matter. We're a tool that raises the floor, not a replacement for the team's judgment.

Does Lernico work with EDPlan, Frontline, and PowerSchool Special Programs?

Yes. Lernico exports goals, progress data, and parent reports in formats compatible with the major IEP management systems including EDPlan, Frontline, PowerSchool Special Programs, and SEAS. Most case managers paste goals directly or use our one-click export. For district customers, we offer deeper integrations including SSO and direct sync where the IEP system supports it.

Which state standards are supported?

All 50 state standards plus DC, including Common Core State Standards, NGSS for science, TEKS (Texas), Pennsylvania Core, NJSLS, Florida B.E.S.T., Virginia SOL, and every other state framework currently in use. We update standards within two weeks of any state-issued revision.

For ELA and Math, we cover grades K through 12. For other subjects (Science, Social Studies, Writing) coverage varies by state but is most complete at the elementary and middle school level.

How does the curriculum overlay actually work?

When you tell Lernico which curriculum your district has adopted (e.g., Amplify for ELA, Eureka Math² for Math), the goal generator pulls in the scope and sequence of that program for the student's grade. The resulting goal references both the state standard the student is working toward AND the specific curriculum unit they're in.

That means the classroom teacher knows exactly what to do during regular instruction to support the goal. We currently have built-in support for Amplify, Eureka Math² (EM²), Wonders, HMH Into Reading, EL Education, and several others. For districts using less common curricula, our implementation team builds the overlay during onboarding.

Is student data FERPA-compliant?

Lernico is built with FERPA in mind. Student-level data is only processed when your school or district has signed a Data Privacy Agreement authorizing it. We do not use student data to train AI models. We maintain SOC 2 controls, encrypted storage, and US-based data handling for districts that require it.

During the implementation phase, your IT director gets full access to our security documentation, data flow diagrams, and our standard DPA template. Most districts complete security review in 2 to 3 weeks.

Can we pilot this with a few case managers before rolling it out network-wide?

Yes, this is how most districts start. A typical pilot runs 60 to 90 days with 5 to 15 case managers across 2 to 3 schools. We provide onboarding, weekly check-ins, and a structured outcome review at the end. If the pilot doesn't show clear time savings and goal-quality improvement, you don't expand. About 9 in 10 of our pilots convert to full deployment.

What if our state changes its standards?

State standards updates are handled automatically on our end. When a state issues revised standards, our team updates the underlying database within two weeks. Goals you've already written remain anchored to the standard that was current at the time they were written, with a clear flag if the underlying standard has since been revised.

Do you have case study data we can share with our school board?

Yes. We can share aggregated time-savings data, case-manager satisfaction scores, and (with district permission) outcome data from existing customers. For board presentations, we can also provide a custom one-page brief tailored to your district's specific situation. Reach out via the demo form and ask for the board packet.

See Lernico draft an IEP goal for one of your students.

Bring a real student profile. We'll generate a standards-based, curriculum-aligned, defensible goal in front of you. If it's not better than what your team would write from scratch, walk away.
